VPS/RDP with hacking allowed?

I'm looking for either that allows hacking(more specifically testing websites security). I would be looking to pay for at least 25$ a month for the specs below;
at least 10gb HDD
2gb ram
cpu isnt a big concern
the main thing i'm focusing on is bandwidth. i need either unlimited or unmetered
and no logs kept.

you as a provider wont be receiving any complaints so there should be no problem.

What exactly the VPS would be used for? Running scans towards sites you are testing?

If yes, you would need to have a permission from the target. Scanning or hacking any site without permission of the owner is illegal in any country I know of. Testing their own sites would be okay, but how would you enforce that?
