Yes. I run tube sites and I buy premium bandwidth and simply use networks, place their ads in doodstream as well as my sites. This way I out-earn doodstream manytimes over at a fraction of the ads amount.

But if you can't have popups, then the bread n butter of ad revenue is gone. You'd need banners as well as in-page pushes (floaters). Perhaps have some offers in the site that offer either very high payouts or a revshare lifetime model.
