if it's a file sharing site and not a huge seedbox, you don't need much bandwidth!
I'd recommend leaseweb (superb network) to start with or maybe ovh canada (they did open a dc there, that way if your site becomes famous quickly, you can add a reverse proxy with netelligent for example).
Ecatel will be a bit more expensive than leaseweb but more secure.
In Canada you might also want to try yesuphost, I've been with them for a few month, receiving quite a few DCMA complain and they didn't bother me with that.
They had impressive discounts whe they did open their DC and they are a bit more pricey nowadays, might be worth checking out, but their network used to be quite crappy to EU, be careful.
