is downloading from private trackers allowed on it ? so i can upload my encodes and upload them to links and share as well as seed them on private trackers ?

That is a reply that has been made by a staff member which I fully support.
You are requested to do as he asks, since he's correct. We refund all those who request it and that's a favor we do for them, but not those like you that are impatient, rude and request a refund because the upload speed to HotFile is 'only' 3 MB/s.

Well the first basic principle in law is that:

the buyer pays
the seller receives and delivers the product in the way the buyer might expect the product to function.

If the seller doesn't deliver, the purchase is invalid and the transaction should be reversed.

That is not completely correct. A refund is understood to be a reversal when the service is already delivered. Taking money and not delivering a service is what we call theft.
In this case a service was delivered within 24 hours.

Are you going to correct a lawyer? That the product has been delivered or not has nothing to do with it. Nor has 'friendliness' or 'blackmail'.

The buyer did not receive what he could reasonably expect from the seller.

Any idea why Paypal has a procedure in place if the product delivered does not fulfill the expectations of the buyer?

Period.
