Your CPU usage should not be the factor to follow. As long as your website is working fine there is no need to upgrade even if the VPS CPU usage is 100%.

Price is per TB, and not month or year. It’s not related to a specific period but the balance of TB. Someone can use 10 TB montly while other one can use it within a day. As for the commitment, it means you can cancel at anytime.
