vB3. And if you want to know which is the stable release you can pretty much go for every vB release except the BETA ones.

There was one exploit for 3.8.6 , but the release as itself is ok. If you want to use 3.8.6, you'd have to download the PL1 release. It's the fixed release of 3.8.6

If you want to go for vB4 better don't, vB4 is for the forums of some companies, big sites, news portals, etc. The ones that don't require much editing, or coding custom templates. Because all of them use the default template. Which is enough for their needs.
