He already answered your question which you can find on the first post... "Downloads are counted once in a day per IP/user." Which means that a download is counted once every 24 hours per ip/user.

What is interesting is that all of the 2013/2014 screenshots above blocked out the download count. The download count can tell us how many people are seeing your stuff. If the download count stayed the same in 2014 as it was in 2013, then there is an issue. I have no doubt that Rapidgator is...
