what is PHP CLI?

Hi guys, I asked someone to tell me the alternative way of developing php without using server because I can't use 80 port for any server because of skype. So, I want to know what exactly PHP CLI is? I've only heard that it helps to run PHP like a server for a while (till you press ctrl+c in command promt where you start it) and also tell me what else it can do?

You can tell skype not to use port 80 in your skype settings (Tools > Options > Advanced > Connection). Uncheck the box as in the screenshot.
