If it doesn't do that, you just need to send the BTC to the address listed instead.

Then install mbstring, since it's basically telling you that it's missing. It has nothing to do with your vhosts, it's a requirement for the script or software you're trying to run as the 5th site.
If you're on Debian/Ubuntu, login to SSH and run
sudo apt-get install php-mbstring
Don't "maybe" about the API, it doesn't have to be elaborate or complex.
Just allow it to accept POST requests with the file to upload and then return the url to the file when the upload completes.
Oh and maybe a url we can call with the file id so we can see if the file is still active or has...

You mentioned the port speed, but what's the allotted traffic per month? Can I use 250Mbps consistently for the entire month?
If you decide to use vBulletin at this stage, considering the alternatives available, you're gonna have a bad time and should be shot.
Unless you need any of the apps offered by IP.B (the official ones anyway), then Xenforo is where you need to be.
