You can get "Personal" passport without visiting them too.
There is an option to send notarized documents by mail, but you also would need to provide phone of notary - check the list of verificators - there is envelope icon next to those who can verify by mail.
The advantage of having "Personal" passport is that theoretically it's more reliable to work with larger amounts...
