All of a sudden, he had an account for me, and asked how much I would pay to be moved. I said, hey, you advertised 6-9 mb/s for 4 bucks, I am not paying more until I receive what I originally purchased.

To be honest 6-9 MBPS download speed means a dedicated 72 mbit line. Do you expect a 72 mbit unmetered line for 4 bucks? :)

To be frank, that amount of bandwidth costs a few hundreds at the cheapest rates available at cheapest datacenters.

You may not agree, but that is a good value what you are getting for 4 bucks.
