Your I/O speeds are going to decrease majorly with kvm if each vm is using cpu intensive tasks. Im pretty sure you given each user a single core. At this point your system wont handle more then 2 windows os's at good speeds. Try considering xen..

If you are only running RAID1 with 2 disks, this is clearly the problem. You are IO bound. With 64GB of RAM, your KVM node will well run out of CPU before it even fills up the RAM. Shouldn't build it like that.
