Sure you could get all this under 2k, but remember, there will be expenses on monthly basis, and if you are going to be able to pump in more and more money then only open a new filehost.
There are many filehosts out there so competition is very high, so you will need to make sure that you have something to offer that other filehosts can't.
We spend in the range of $15-20K so far, covering legal opinions, site setup, design, development etc and we are almost ready to launch.
On top of that there is monthly server costs, affiliate / webmaster and referral payouts etc which is going to be the expensive parts.
If you are going to run a filehost for yourself and a couple of friends you'll be able to get it online at that price, you can't run a commercial service.
