I can vouch for this company, the owner helped me out a lot when I was doing the torrent scene, his servers were amazing and they are patient with you when you need to fix problems (when I got a vps from them I was kind of a noob at setting up a linux box)

Fileserve are getting slower nowaday. Download from others US server are faster. So, I blame fileserve.

is it allowed to use newsgroups(creating PAR2 files as well which is a bit resource hungry operation)

Well, its shared by 4, so that would work out to around 25MB/s - but you will see up to 80MB/s down (avg of about 50-60MB/s) and whatever the other end can handle upload wise. So in bursts, you can get very good speeds.
