To be able to download unlimited mega files without paying a subscription, it can be done using a vpn that changes the location, in this way you can download a large file in mega. My question is, can I use this method in RDP? I ask this, because one of the clauses is not to use a VPN. But I can't find another way to download unlimited in mega, without using vpn.

Unfortunately no.
Because when you use a VPN in the server, it changes the IP of the server and makes in inaccessible to others.
You can use the VPS in your private VPS, there is no restrictions in using VPN in the Virtual private servers.

And since you read the TOS (no one really does ever :) ) i can get you a VPS for almost 50 % recurring discount, open a ticket and mention the same. Enjoy and stay safe
 
I reported 24 hours ago an issue with server (that is offline), but stil no answer. There always was very fast answers on issues, but today is whole day no reply. Anyone having the same issue?
