Why France and do you have proper justification for this much IPs ?

Hi,
Most of the datacenter don't even provide that much IP with a dedicated server and you want them with VPS ! A little strange.
And yes, due to scarcity of IPv4, you need to provide proper justification for that much IP and may end up with buying a dedi.

Its better to contact a datacenter directly like leaseweb, heztner or ovh etc.
