i just sell my account yesterday and i want to buy a mobile can any one suggest me a good mobile .. with android :p

budget : 200$

I would suggest Samsung Galaxy Y, Karbonn A9 or a Micromax Android phone.

But to tell the truth, it is not possible to get a "good" Android phone for $200.
My suggestion would be to save more money and then get a good one.

for 10K INR, i'd suggest you to go for HTC Explorer or LG Optimus L3 (its 8.5K) or even Samsung Galaxy Y DUOS (9K)

HTC Explorer is not bad but it has only a 600 MHz processor, so things "might" lag.

Apart from the processor it is a good phone.
