Best Offshore host?

What is the best offshore host that offers:

• Warez linking
• cheap/reasonable service
• good uptime
• good support
• A high amount of bandwidth. 600GB+/unlimited
• Shared hosting!
• Speed

Looking for any recommendations.
I've seen all the offshore hosts prices, ect. Just want to you how the host has been for you.

i will say one thing most of the host mention in the poll are just ressellers....they dont even have their own servers...all good hosts are missing...

budget is about $5-10 a month for high bandwidth and low space. High bandwidth close to 500gb/month would suit me.
