I think the server is down. No respond.
If you disable new registration for 2-3 days, i think everything will be ok after that.
It's working fine, can show me error when server down ??
I don't think new uploaders make problem for us, we always add new server to accept all files we receive.

We don't think support torrent at this time, maybe at future, because it take a lot of source and we can't lose our source at this time.
About France it's at tier 3.
