My spec at last 2 CPU / 4 Thread or 4 CPU
4 GB RAM
250 or more of HDD
connection ?

limited 100 Mbps or 1 Gbps is ok I need at last 5 TB bandwith

must is own iso installation.

For your budget I'd say go with OVH.

You can get some good HW there for the price.
