I read the rules and it is nowhere mentioned that i cannot sell vouchers. If i missed it, i would appreciate if you can guide me to the rule.

when did this not become allowed? is it all vouchers? I sold my Google voucher here a bit ago. These things are free with some web hosts
 
All Depends on how he got them. If theyre got fraudulently, then thats not allowed. But if you get vouchers with hosting, thats obviously allowed. etc.

These are real vouchers. Got after i joined a business site. No fraud. I am not able to use them since i don't have a credit card. Therefore i am selling them.

You can use it on any account. However, one voucher per account. You cannot use multiple vouchers on same account.

You get $100 coupon codes free when you register with the Visa Business Network on Facebook. Its free to join etc.

These are free coupons, but if you CBF registering to the Visa thing just shell out the $5. A quick google will give you more info on how to obtain a coupon for free.
