it's because they changed to 1GB/day for free and registered users. that is quite low. also registered users should have some advantage.

i agree, 40kbs is too slow. maybe ok for free anonymous users but registered users should get higher, 200-300kbs, and better 24h cap, 3072mb (used to be 10gb per 3 days). then users would register more.
