I see many sites doing this not for load balancing reason but once they have been removed from google index to get re-indexed. How exactly does this work and how do you do it?

If you use a DNS provider with low ttl, you could probably avoid moving and just change the domain name at your control panel. This works well if you are using Cloudflare.

Not sure about the part where Google resets index, but you can just redirect every request to a subdomain, if you use apache:

RewriteEngine on
RewriteCond %{HTTP_HOST} ^example.com [NC,OR]
RewriteCond %{HTTP_HOST} ^www.example.com [NC]
RewriteRule ^(.*)$ https://ww1.example.net/$1 [L,R=301,NC]

For cloudflare the solution is a little bit diferent, you need to go to Page Rules, there you need to create a page rule with this info:

If the URL matches: sitename.com/*
Then the settings are: Forwarding URL 301 Permanent Redirect
Destination URL: ww1.sitename.com
