I now use Video Thumbnails Maker by Scorp here is a link;

On XP I did use ImageGrabberII.NET which was awesome but that won't work on W7 which is most annoying. I did also use ThumbnailMe for a time but then had issues with that not loading my fonts. I sometimes use MediaPlayer Classic too on videos which are a little awkward.
