What Google is trying to achieve is that all website owners focus on what is especially beneficial for readers, visitors, clients, a not waste their time on improving aspects which are not beneficial for us, humans. Google wants to make searching easier and more intutivie. Google wants you to find the content you are really looking for, the content you need, not trashy content who someone else (let's say with bad intentions) would like to serve you. If your SEO, SEM, SMO strategy follows white hat and if your content is useful for certain groups of people, then Google will put more value on it too.
