This is literally an impossible question. I mean Dragon Ball Universe has a pretty solid foundation and explaination for various characters' power. We understand how strong Goku is and we can estimate his power. However, in One-punch Man Universe there is still no answer for Saitama's power, no explaination, no clue, nothing. Through out the series, we only hear that Saitama possesses unknowingly tremendous power, we don't have anything to estimate his power and so I dun think comparing Goku and Saitama is legit.

I believe the folding axis did a video on this topic on youtube stating that in terms of canon/lore One punch would win because it is a satire on all of the other overpowered characters out there so he would just get stronger than whatever opponent he faced. That being said I would still put my money on goku
