The best VPS will be probably the closest to you. You could try to do some speedtests, and it also depends on the speed of your connection.
I have a Leaseweb NL VPS and it gives me good all around speeds to everywhere, OVH box not far behing it.

Ask if you can perform a test with the provider you select before you purchase your plan. A good host doesn't want you to be dissatisfied.
