Which control panel is best to manage site ?

cPanel is the most common IMO for linux. If you want to get free ones, you can check out Kloxo or CentOS Web Panel.

I think cPanel for a VPS goes for $20 a month.
 
I think Kloxo is no longer being updated and may have a security issue or two.

There is not a single panel that can manage both Linux and Windows servers at the same time that I know of.

I recently spent a day playing with ISPConfig. Its a nice panel to ride on a Linux machine. Seems to work perfect with CentOS, and it can be set-up to manage multiple servers at multiple hosts from one panel. I'm speaking of dedicated machines (not VPS).
 
For linux, I'd highly suggest VestaCP. It is not feature rich as cPanel, but it is free and have all of the required features to manage your hosting.

cPanel's price can range from $13 to $22
