Seems like a straightforward service with a few API's and a couple JS functionalities. I am sure you can find a reliable web developer to make something like this for you.
I am not sure I understand what exactly it is protecting your videos from (is it for illegal videos or porn?)
I would like to give it a shot at developing something list this too.
