There is no BEST resolution... ideally it should be dynamic and fluid for all browsers.
you mentioned "templates"... :facepalm: . If you do decide to use a pre-made template you shouldn't have to worry about browser resolution, the developer hopefully already did that.
***Custom is always better***
If you are building this from scratch, like you should:
know your demographic when deciding on a static resolution. Every site is going to cater to different people, with different resolutions. Check below for my site's browser stats.
W3c will provide you with some general statistics but it usually doesn't pertain to your audience. Those are stats based on the whole WWW. For example, my site is mainly visited by men, ages 16-25. My visitors hardly ever have a resolution under 1024x768. Is this representative of the whole internet? No.
You may see down below that 6% of my visitors are in the 0-600 resolution, but that is mobile traffic. Regarding this; Make sure you have a mobile version of your site setup for these visitors. Have a script check the user-agent and redirect appropriately. Tablets and mobile browsers will see this smaller optimized version.
A fluid website would resize content to fit the browser. this is the best way to do it unless you only have a small amount of content. Using this method, have the minimum width like 700-900. That way it looks good on everything from 800x600 to 1920x1200.

0-615px: 6% of my visitors
640-768px :0.9%
800-1000px: 0.4%
1024-1257px: 7.2%
1280-1429px: 47.5%
1440-1536px: 15.1%

1920-3840px: 11.5%
The bottom line:
You need to put some thought into this. think about how much content you are going to have on your page, how your navigation is going to be implemented and who your average visitor would be. Keep as much of your content "above the fold" as possible.
For testing: Lower your resolution and view your site under a variety of settings, browsers and operating systems.
Even for a site like mine, the site may not look the best in 1024x768, but it should still be easy to navigate and 100% functional.
