Can't help but notice that nobody has a clue what the hell the website is about.
If it's a tutorial site about how best to grow potatoes then a blog would probably be better but if it's a discussion site on how best to improve international relations between Baltic Countries a forum would probably be better.
Forum can help you build gr8 community - number of people that will check something almost every day. But Blogs are better for SEO because content on homepage changes constantly (wordpress Datalife...) and that is a reason why blogs are much more indexed in google than forums
Forum is much better once you have a good amount of members posting you can cut your posting down by like 65%. With a blog you always look like a little kid is running it and if leave for 10 to 12 days without any new updates your blog will be dead yo need to make updates 3 to 4 times a week
