It prevent future generations from getting interested in uploading legit stuff.
WBB should be invite only and if someone you invite gets banned then you should get banned.

How would this prevent future users from making and uploading legit stuff? This restriction is only in effect for 3 countries from which wbb get's the most spam. Users from these countries do have some less comfort, but you can never build an anti-spam measurement that will be accepted by every single member.

And making invite only is pretty useless with almost 2.000.000 registered users :P
