Want to create a simple but nice looking car dealer website

I am looking for someone to basically design and build a simple car dealer website. Will need everything from the logo to the site designed. The best way to do it is probably wordpress?

Should be similar to the following website, but needs to look better:
Cars for Sale - Lower Hutt, Wellington, New Zealand - Mike Baker Motors


if you are interested, tell me your price. My budget is not huge, i would rather not reveal it yet.
