I think Skrill is not that safe payment method for merchants, so i do not think there is any good reseller.
If you will not find any, try to exchange your Skrill to other accepted e-currency or cashout Skrill and pay using other accepted payment method.

Don't WHMCS stop offering reselling ? Best you can do is to exchange some Skrill money for Paypal
