i want to buy a VPS for DOWNLOADING and UPLOADING and RAR/UNRAR..

the features i want in it are:
1) Lightning fast speed DOWNLOADING and UPLOADING (will not compromise on that)
2) HDD should be 350 (not more than that.)
3) Unmetered bandwidth.
4) VPS should be located in Netherland.

my budget is 50$.
