VPS with windows os.

Hi!
I am tottaly new to Vps, dedicated, rdp and i dont understand differences between them.
But what i can see is that vps is the cheapest one.

My question is, when i connect to VPS does it look like windows OS?
Can i download private torrents?
Can i install some programs on it?
Can i use winrar?
Can i use ZOOM uploader?
