1. Add a forum and group called vip.
2. Add permissions so it's viewable by staff and vip group only

Just create a new forum or subforums and change the permissions of it using your admincp such that only selected usergroup can view that forum.

You should wait for your site to be more active before you add a VIP section... and you just need to know people with premium vip content.
