The file upload and site response are not related, specially when you are remote uploading.
We did notice a slow response time from our pingdom report for yesterday, we will investigate this as to what caused this issue.

at this moment we are not changing any tiers, for the simple reason that Italy traffic doesn't generate any substantial revenue
