can you make a PPD2 with good speed like +5Mb up to 10Mb , with ads of course or captcha [ ADBLOCK Counted ]
some hosts do this for 2nd PPD but with 70% of Full PPD

if it's possible I want to use it in my website , some users ofc will buy premium for full speed

That host you mention is real crap, unless you pay premium.

Maximum File Size: 300 MB
Download Speed: 20 KB/s (For free users), or 40 KB/s (For registered users)
Download Waiting Time: 4 Minutes (For free users), or 3 Minutes (For registered users)
Traffic Limit (Maximum download volume) Daily: 250 MB (For free users), or 100 MB (For registered users)
