Can you explain a little more? if you can create WME then why you can't receive money?
 
Only accouts from countries who is in European Union can receive euros in their WME purses on WebMoney.

From WebMoney website:

"The WME purse owner must be at least 18 years of age if they live within the European Economic Area (EEA) or 14 years of age if they live outside of the European Economic Area provided that it is not contradictory to the law applied in their country of residence.
The EEA countries include: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, France, Germany, Gibraltar, Greece, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Finland, Sweden and the United Kingdom."


"2. PROHIBITED COUNTRIES

The usage of a WME purse is not permitted for natural persons residing in the following countries:
American Samoa, Afghanistan, Bahamas, Botswana, Vanuatu, Ethiopia, Ghana, Guyana, Guam, Iran, Iraq, Crimea, Laos, Libya, Mali, Mauritania, Pakistan, North Korea, Northern Mariana Islands, Serbia, Somalia, Sudan, Tunisia, Trinidad and Tobago, South Sudan , Syria, Yemen, Uganda, Sri Lanka and the United States."
 
It seems like you dont understand English, mate. Where do you have that shit "Only accouts from countries who is in European Union can receive euros in their WME purses on WebMoney" from? All what you have copied & pasted by yourself from the webmoney website does not match with your own statement.

1. ALL persons from EU (from 18 y.o.a) may use WME
2. ALL persons from OUTSIDE of EU (also from 14 y.o.a if it is not contradictory to the law of their country) may use WME !
3. ONLY this countries are not allowed to use WME: American Samoa, Afghanistan, Bahamas, Botswana, Vanuatu, Ethiopia, Ghana, Guyana, Guam, Iran, Iraq, Crimea, Laos, Libya, Mali, Mauritania, Pakistan, North Korea, Northern Mariana Islands, Serbia, Somalia, Sudan, Tunisia, Trinidad and Tobago, South Sudan , Syria, Yemen, Uganda, Sri Lanka and the United States

Just some exemples showing, that your statement is contrary to the webmoney rules:
Russia is an Europaen country but NOT EU and is allowed to use WME
Ukraine is an Europaen country but NOT EU and is allowed to use WME
Turkey is a partially Europain country but NOT EU and is allowed to use WME
South Korea is an Asian country (not EU) is surelly allowed to use WME! (Why not? This contry is not in the list of prohibited countries.)
There are approx. 160 more countries on this earth that are not included in this list of prohibited countries and they also are not in the EU but they all match perfectly with point 2! (ALLOWED!)
