It looks like a country-based policy.
The page “How to Make Money” is the only place you can enable/select your affiliate program if I'm not wrong; it's defintely not in account and dashboard pages.
Since you cannot see that page, this might be the main reason why someone told you to use "Hola Better Internet" to change your login country.

luckily I have not inserted download links otherwise I would have a big problem. Uploadable got a great interface and the doenloadspeed is great but no support destroy anything :/
