The only difference is that unverified have a mothly limit while verified can withdraw money without limits.

i think you can't sent or receive money in this case.
also if you used vcc, and send money they will limit ur account after 2-3 days..
and freeze any amount you sent or receive..

You can recieve, send and even withdraw money with an unverified paypal.

Hey, let me elaborate,

Different countries have different permissions set by paypal I think. For e.g before they banned india you had to be verified to receive payments I think. Most countries can get verified by a CC. UK (where I am) is via bank only =/. So here you can recieve without being verified. So I'm not 100% sure as I don't know your location. But you most likely can.
