I cannot guess your username, but if you supply it here, or in PM I can check. We had one WM affiliate with the wrong webmoney ID, it started with an E instead of a Z, so maybe that's you?

no. it means that there is a set fee of xx$ per 1000 downloads which is 100%, and each sub tier generates a percantage of that 100%.

Getting the same complaints from my downloaders. please fix this

the files weren't actually not available, there was a temporary glitch which was causing it to say they were unavailable. It has been resolved now. Also, all payouts are completed. Also, Remote upload for Ryushare, and Rapidgator are complete. Feel free to test them out.
