Yes, Brazil is an amazing place to host - not many people host there at the moment as it's pretty unknown, but it's AMAZINGLY prices 3 x hong kong prices for a decent host

Netherlands for the speeds and stability. UK or Germany for legal stuff. But there's no point in starting a host for those locations, because people can just go to a big host and get much better service and reliability.

I like how you're going for smaller countries, that's probably a great idea. What I would suggest is finding one with a great reputation because most people will judge the location based on what they know about it.
