"Best" is subjective, the best PPD host is the one that offers the features you need and works best for your purposes. The amount of earnings is not the only factor to consider, but the methods of payment, reputation here on WJunction, how long the site has been around, where it is hosted, etc. You can use my site, FileStorage.at to compare PPD sites, especially using the Advanced Search. Or go to the File Hosting Affiliates category and sort the listings based on different criteria.

As filestorage above said, what might be a perfect file host for another user may not be suitable for you. Most uploaders on PPD want decent rates per 1,000, on-time payments, decent speeds, large download size limits, multiple downloads per IP per 24 hour period and minimal delays between downloads. You will be hard pushed to find any file host that offers all these but many listed in the official file host section here offer some attractive features.
