My requirements are:
Shared hosting or VPS
Budget: 60$ to 70$ per year
Space: 3gb~5GB
Bandwidth: any (does not matter)
Domain: 1 (included in price with privacy protection)
Specs: no limits in hosting options (e.g. allow .htaccess)
Must Allow: nulled scripts and warez
Usage:personal development and testing
IMPORTANT: Reliable,Support,Long time running min:4year ago,Speed of network

Please noob hosting stay away
(One guy put a new selling offer in the forum and I catched him asking in other forums about how to suspend a customer account)

I went to shared host forum and sorted the threads by No of replies and the top results were:
KnowSRV.com & Host4offshore.com

which one do you trust an feels they are more professional than others [participate in poll please]

Also if you recommend another offer (ex. VPS,host provider) within my budget (60~70$ per year) please inform me

Turns out $5 / month. Yes, you can get a lowend VPS in that range, however, you share the Node with 100 other virtual servers and your CPU and I/O "fair" share is much less than it would normally be.
 
KnownSRV all day everyday :)

This is the only place I could say I feel comfortable hosting my stuff.

I've had a VPS there for well urmmm over a year now? :]
 
My vote goes to KnownSRV.com from your list ..... i had been with knownSRV & never had any problem.

Other Option >> XSLtel.com which is also great.
