Hi, i have my dedicated server set to 10mbps speed connection, if i go over the limit the company complains, is there a way in windows 2003 to set the max limit to 10mbps?

Ask your Company why they provide a 100Mbit connection, but won't limit it on the switch.
if they can't limit it - don't use them - they use shit hardware.

What's probalby the fastes way (and will work without andy program or fix) is just disable auto-negotiation of your Networking-card and manually set them to 10Mbits
it's located in your properties of the Network-card.
 
You can try this.
Adjust the maximum bandwidth setting in IIS to a value that is less than the slowest WAN connection.Configure IIS Performance Options:


  1. Click Start, point to Administrative Tools, then click Internet Information Services (IIS) Manager.
  2. Click to expand Server Name, then click to expand Web Sites.
  3. Right-click the web site that is hosting the Endpoint Protection Manager content (either Default Web Site or Symantec Web Server), then click Properties.
  4. Click the Performance tab.

Limit bandwidth usage in one of two ways:
Adjust Bandwidth throttling.


  1. Click to select the Limit the network bandwidth available to this Web site check-box.
  2. Adjust the Maximum bandwidth setting to total less than the slowest network link.
  3. Click Apply to save changes.

Modify the total number of web site connections:


  1. Click Connections limited to.
  2. Adjust the total number of connections allowed to this website to alleviate bandwidth usage issues while still maintaining functionality.
  3. Click Apply to save changes.

Note: when setting max connections for the site make sure to include enough connections to allow the manager to function as well (The SEPM-Console uses 3 connections when open).
Note: If the SEPM is installed to the default web site it is possible that connectivity to other content within that site will become unavailable until a connection is released for use.

If you meant using it as a rdp than programs like IDM has a setting to throttle your bandwidth.
