Server location help

Need help deciding a location for a dedicated server:

I have a server that works great in the range of 37.5*.7*.** , i bought a dedi but its connections (in a similar area) to USA were not great.

So, is there any way i can compare 2 Server ips to get an idea about their connections? The only reason i want to move is to be on SSD drives

What are you trying to compare? Stability/reliability of the connection? Latency? Download/upload speeds? I would try their test IP / download file / looking glass from a few locations you're interested in and compare the results.
