It's (almost) impossible for you to open a private scene torrent tracker, or forum. You need to have connections, Interwebz connections and connections in real life. Decent knowledge in administrating Websites, good Internet connection (if you want to seed and upload with home connection), money for a dedicated server, someone who could customize the script for your needs, really bunch of work.
Better find yourself some hobby. If you like serial killers, read about them, investigate. Start a blog about that theme, put up Google Ads, and you're good to go. I know that's quite slow method if you want fast money. But at least, you'd kill about 1-2 hours of Internet time daily. And rest of the time you'd spend investigating.
"Serial Killers" is just an example, you can pick any theme. Sports, old buildings, modded cars, oldest citizens of some town, etc. etc.
