Its never possible for someone to notify you whenever they decide to remove your link. Personally speaking, most of the time I don't even remember the name of the owner of a site I'm doing LE with. Its your job to keep track of your LE's and make sure all you're linking to are linking back to you as well. If they don't, remove their link, simple.
How on earth can you call this a "scam"? You think you own Bing and the other guy owns Facebook that they will be so damn serious of agreements? Come on man, get real.
 
Add myself to the list. I've removed some links without notifying the person. It's your own responsibility to keep up with your link exchanges. Not cry about it on a forum.
 
I think in a Link exchange deal. If you have posted your Link exchange Partners link in your site, Give him some notice and something like 24 Hrs to respond. if after the Period elapses and he still hasn't communicated back. you have a right of removing his link without telling him. However if youve paid for a spot in some site and after confirming reception of funds a unrealistic delay occurs before your link appears then a warning like this is nessesary.

You can add me to your list if you want real time exchanges...Lol.( In the real world LE takes some tym)
